Wibree is  a radio technology much like the Bluetooth which is only shorter in range and consumes less power unlike the bluetooth technology.
Wibree is meant for smaller devices such as watches, wireless keyboards, etc which are connected to host devices such as mobile phones, computers etc. designed for ultra low power consumption (button cell batteries) within a short range (10 meters / 30 ft) based around low-cost transceiver microchips in each device.
