i am using MTNL599,unlimited plain.but i m not getting speed even 250kbps.According to my plain speed should be between 256kbps to 2mbps .can anyone help me ?

hi guys i m using Reliance Broadband (Modem UTstarcom UT-300R2 ADSL Modem) 400 plan and speed is just 60-75 KBPS how can i increase my Broadband Speed. in this plan i m geting just 3 KBPS of downloading speed. i m using Windows XP SP2 and intel P4 with 256 MB RAM. plzz help me
